I agree with you. When I first read 1.15 in Bart’s translation, I too thought, “how can meditation be bondage”. Meditation is about being, just being the witnessing consciousness that we truly are. But people will endeavour to “think they are not thinking”, and this is something that comes from desire. To achieve a pure state of meditation is not bondage, it is liberation. To achieve a state of thinking we are not thinking is bondage; we remain trapped in a deceptive illusion and that deception is bondage. As you say, “Trying to quieten the mind is not the same as meditation”. One is doing, the other is being.
